Job Description

The Technical Development Lead will plan, coordinate, and over see all activities related to the design, development, and implementation of organisational information systems and software application.

 Post Summary


My Dublin based client is looking for a Technical Development Lead to work with the Digital Technologies Office to meet new demands driven by changes in technology, including consumerisation of IT, the move to cloud computing and digital technologies.


The Digital Technologies Office is responsible for delivering and accelerating the digital technologies transformation programme within the organisation.  It manages digital innovation, creates value for the company through technology, manages the technical infrastructure and architecture, and supports staff and stakeholders through this transformation while reducing complexity, cost and risk for the organisation.


The Technical Development Lead will plan, coordinate, and supervise all activities related to the design, development, and implementation of organisational information systems and software applications. This individual will apply proven communication skills, problem-solving skills, and knowledge of best practices to guide his/her team on issues related to the design, development, and deployment of mission-critical information and software systems.

This is a unique opportunity for an experienced individual to work within a dynamic and rapidly developing area of my client’s organisation. This role will suit someone with a number of years of strategic development and implementation experience, who has the ability to work in complex business environments and who easily engages both key stakeholders and customers. The position will appeal to a self-starting, energetic individual who enjoys fresh challenges in an organisation undergoing increased growth and internationalism.

The person will have experience and a proven history of working on technical projects from inception to close.


Reporting Relationship

The Technical Development Lead will report to the Manager of the DTO.



Standard Duties of the Post

Duties include:



  • Facilitate and lead business discussions and design sessions
  • Ensure that applications meet business requirements and systems goals, fulfil end-user requirements, and identify and resolve systems issues
  • Review and analyse existing applications effectiveness and efficiency, and then develop strategies for improving or leveraging these systems.
  • Customer interaction on issues and opportunities
  • Participate in architecture discussions and planning with Product Owners, Business leads and vendors



Team Management

  • Ensure staff is adhering to organisational methodologies, company policies and procedures
  • Manage staffing resources, both internal and contract
  • Build and lead an agile team to deliver results and priorities, manage the team’s performance, and ensure proper staff development.
  • Provide technical leadership and mentoring to team members





Acquisition & Deployment


  • Coordinate feasibility studies for software and system products under consideration for purchase, and give advice based on findings.
  • Research and make recommendations on software products and services in support of procurement and development efforts
  • Ensure that any new software integration into company systems meets functional requirements, system compliance, and interface specifications.
  • Manage the development, testing and deployment of new applications, systems software, and/or enhancements to existing applications throughout the enterprise.


  • Collaborate with analysts, designers, and system owners in the testing of new software programs and applications.
  • Test and release management of solution
  • Analyse documentation and technical specifications of any new application under deployment or consideration to determine its intended functionality.
  • Design, develop, and install application enhancements and upgrades.
  • Coordinate feasibility studies for software and system products under consideration for purchase, and give advice based on findings.
  • Liaise with company’s software suppliers for prompt rectification of any problems or emergencies.



Person Specification



  • An appropriate academic or professional qualification, supported by continued professional development is essential.


 Knowledge & Experience

  • Knowledge of network hardware, protocols, and standards.
  • Excellent understanding of the organisation’s goals and objectives.
  • 5 years direct experience in agile software development, design, testing and systems management.
  • Direct, hands-on experience with automated software and system management tools.
  • Strong knowledge of system and software quality assurance best practices and methodologies.
  • Knowledge of database design and file management techniques.
  • Working knowledge of network and PC operating systems.
  • Proven experience dealing with off-site vendors
  • Proven experience in coordination in-house UAT activities
  • Experience in highly scalable, highly available platforms.
  • Experience in Continuous Integration, Continuous Delivery & Automation.
  • Proven experience in overseeing the direction, development, and implementation of software solutions.
  • Good project management skills and/or substantial exposure to project-based work structures, project lifecycle models, etc.
