My Dublin based client is recruiting for a Information Systems Manager (Public Sector Client) to join the team on a permanent basis. The ICT Systems Manager will development, implementation and support the client systems.
Job Responsibilities
- Provide the necessary general management inputs and leadership to oversee the ICT Helpdesk Supervisor, the ICT system admin & the IT Application Support roles.
- Ensuring that all roles within the ICT department function efficiently by affecting a team-based approach to maximizing service output.
- Supporting the delivery of ICT projects, meeting required timelines, keeping within budget & providing routine status updates to all internal and external Stakeholders.
- Respond quickly & decisively in crisis situations & initiating appropriate actions & responses to resolve escalated IT service operations issues / problems liaising as needed.
- Establish metrics, KPIs & SLAs to continually improve the performance of IT applications & service delivery.
- Maintenance & support of existing administrative information systems & any interfaces to downstream systems including application performance monitoring, capacity management, technical support, & platform management.
- DB admin & support on backend SQL server databases in conjunction with system providers where relevant so as to ensure their stability, reliability & performance.
- Development & maintenance of reports using crystal or other report writing tools on the client’s Admin and Finance Systems.
- Data Extraction for the information systems
- Evaluation & project management of all aspects of the implementation & upgrade cycles of the administrative information systems.
Experience Required
- Have previous development experience and a good knowledge of software development and database technologies.
- Have Microsoft DBA experience and possess a solid understanding and prior experience of Microsoft SQL Server T-SQL, SSIS and SSRS.
- Have knowledge and experience of .Net, Python or C#programming languages.
- Have a minimum of 3 years relevant experience of Software Systems Management to include a good understanding and working knowledge of Software Systems Management methodologies.
- Experience with Crystal Report or other reporting writing tools.
- Proven track record of building & maintaining key stakeholder relationships & working in & leading cross functional project teams in implementing projects of a complex nature.
- Evaluation & project management of all aspects of the implementation and upgrade cycles of clinical and administrative information systems.
- Assisting in the preparation of feasibility reports and business cases for new systems including cost/benefits analysis.
- Assisting in the evaluation of application outsourcing proposals/decisions and negotiating and management of application outsourcing agreements with external solution vendors.
- Liaising & working with external solution providers to install, upgrade & migrate information systems and managing issues and escalations.
- Managing the delivery & service levels from external solution providers, monitoring their performance as required and managing the vendor contracts.
- Assisting in ensuring appropriate controls & protection are in place to mitigate the risk of cyber-attacks and data breaches on ICT assets.
- Helping to ensure comprehensive disaster recovery systems and architecture are developed and maintained.
- Gathering and analysing user requirements for the functional and informational aspects of new systems and documenting same.
- Working with application analysts and technical specialists in the requirements elicitation and specification, technical analysis and design of new and existing software as required.
- Management of client-focused applications in terms of user satisfaction and availability for use, where the term client is used to define recipients of the IT services.
Essential and Desirable Skills
- Have knowledge & experience of Microsoft PowerBI & Data Analytics.
Educational Requirements
- Level 8 Qualification as recognised by QQI in an ITÂ related discipline.
- Possess a Project Management qualification.
